Program Costs
Baltimore City Teaching Residency provides a unique opportunity for dedicated individuals seeking to launch their teaching careers – including unparalleled summer training, job search support, ongoing professional development and literacy instruction through Teaching for Results Seminars and Big Ideas and Great Teaching in Literacy, and the chance to teach full-time earning full salary and benefits while earning certification. Each year, we strive to keep our program costs low and competitive among other alternative certification programs.
Tuition for Required Certification Coursework
The rates published below are the actual tuition costs for the 2010-2011 school year; therefore, these reflect approximate costs for the 2011-2012 school year.
Generally speaking, the tuition for general educators is $5,500, and $7,000 for special educators because they take a second year of coursework.

Currently, Baltimore City Public School teachers are eligible for tuition reimbursement at the following rates:
- 75% for teachers with a Bachelor’s degree
- 50% for teachers with an advanced degree
Tuition reimbursement isn’t guaranteed, and is part of the contract between the Baltimore Teacher’s Union and the Baltimore City Board of School Commissioners. As City Schools’ employees, BCTR Residents are eligible for whatever tuition reimbursement is available at the time. Please note that tuition reimbursement – its policies, procedures and existence – is entirely at the discretion of the contract between the BTU and School Board. The BCTR plays no role in these decisions.
Tuition costs include the costs for our faculty, professional development program, curriculum, and all associated materials; tuition does not include testing fees and other state-mandated expenses (see below).
Testing Fees
All individuals interested in becoming an educator in Maryland are required to take and successfully pass certification exams:
- Praxis I (or already possess Maryland satisfactory scores on the GRE/ACT/SAT—for more
information , please see our Testing Requirement page);
- Praxis II Content Knowledge test in your assigned content area;
- Praxis II Pedagogy test in your assigned content area. (Please note that this test is taken in your first year of teaching and does NOT need to be taken prior to training with our program.)
- Special Education teachers will take Praxis II in Special Education and in the assigned content area
Testing fees differ by test, but they range in costs from approximately $150-$200 each. Please note that the testing company, ETS, sets strict registration deadlines and also charges late registration fees. Once BCTR offers you a position in our program and provides you with the appropriate test information, please register immediately to avoid these additional fees. Testing fees are paid directly to the testing company.

Other Program Costs
Residents will be required to pay a few other fees in relation to their employment with City Schools. These fees include:
