Content Seminar Series
Program Overview and Requirements
The Maryland Practitioner Teacher Program (MPTP) works in partnership with the Baltimore City Public School System (BCPSS) and Baltimore City Teaching Residency (BCTR) as the primary certification provider for BCTR Residents. MPTP works closely with BCPSS to ensure that certification seminars are highly relevant to practice and reflect BCPSS goals and requirements. All Residents in the BCTR program participate in the MPTP Content Seminar Series, and must enroll with MPTP staff during the BCTR Summer or Mid-Year Institute. Eligibility for the Standard Professional Certificate I in part depends on the successful completion of the MPTP Teaching for Results Content Seminar Series.
The MPTP is an important part of Residents’ growth as a teacher. Below is a brief outline of the requirements of the MPTP and how it fits into the larger certification process.
Program Requirements
- Residents in MPTP must remain in good standing with BCTR and must enroll in MPTP prior to the start of the school year.
- Residents in MPTP must successfully complete the Teaching for Results Content Seminar Series.
- Residents in MPTP must fulfill all financial obligations regarding tuition.
Recommendation for Certification
MPTP’s recommendation for the Maryland Standard Professional Certificate I requires successful completion of the Content Seminar Series. If at anytime throughout the year a Resident is performing below standard in the content seminar, s/he may be at risk of failing the seminar and therefore would NOT qualify for certification. Documentation for Certification
Upon successful completion of the Content Seminar Series, Residents will be provided with the End of Year Progress Report in May/early June. The MPTP office will send program completion letters to Residents in late May/early June. MPTP will provide BCTR with a copy of the evaluation letter in the same timeframe.
Residents should submit all other documentation in May/early June, as outlined below (reminders will be sent via email):
- University transcripts for all literacy coursework should be sent to the MPTP
- Verification of mentoring form should be submitted to MPTP
- Satisfactory Year End evaluation from principal should be submitted to MPTP
- Praxis II score should be sent to MPTP
Upon successful completion of all requirements and submission of the proper documentation, MPTP will submit Residents’ complete application for the SPC I to the BCPSS.
Withdrawal from MPTP
Withdrawing from MPTP has several significant implications. As mentioned, Residents must successfully complete the MPTP Content Seminar Series, among other requirements, to qualify for a Standard Professional Certificate I. As mentioned in the BCTR Enrollment Guide, Residents must remain in good standing with the MPTP in order to remain in the BCTR. Therefore, withdrawing (or being withdrawn) from MPTP also means withdrawing (or being withdrawn) from BCTR.
If a Resident is withdrawn from BCTR, the following occurs:
- Residents are no longer eligible for the BCPSS tuition remission policy. As BCPSS Employees however, Residents will continue to qualify for tuition reimbursement.
- The Johns Hopkins University (JHU) Professional Master of Arts in Teaching program is available only to BCTR teachers and Teach for America Corps Members. After withdrawal from the BCTR, Residents may no longer continue in this course of study.
- A Resident’s Resident Teacher Certificate (RTC) is valid for two (2) years, after which the RTC will expire and Residents will be placed on a Conditional Certificate. As a Conditionally certified teacher, Residents are no longer considered to be “highly-qualified”, and will not qualify for the highly-qualified rate of pay, Step 4. Salaries will be adjusted by the BCPSS Office of Compensation accordingly.
